In the Netherlands you have to be 18 and have to have a boating licence if you want to run a boat that "can go faster" than 12 mph.

All depends what state you live in. But, a person at least 18 yurs of age can obtain a US Coast Guard Captains License that is valid throughout the US and Canada.

In Canada, you need a PCOC (Please Craft Operators Card) to operate anything over 10HP, but depending on engine size, between 12 and 16 years old.
